This enables developers to use cherry-picker for backporting purposes.
This tool originally comes from Core Python Development Workflow.

This commit is famous. It seems to be one of the few in this repository that uses emojis, and it uses 4! Also, it modifies a file that is rarely touched and at the top of the repo, so it draws everyone's eyes to it every time they visit the repo.
